The Bureau has, after considerable pressure, automated the question. Answer truthfully. The engine weighs each response against the full body of precedent and returns a finding. It has never returned the same finding twice, in the sense that it has only ever returned one.

The engine does not conclude. This is not a defect of the engine but a property of the question, which the Bureau regards as the only genuinely industrial structure remaining, the rest having long since collapsed into agreement. A finding of industrial would settle the matter, and a settled matter is, you will not be surprised to learn, the enemy.

The committee will review each case. The committee has not met. The committee, on closer inspection, may not be industrial, and the question of whether the engine itself is industrial has been referred, pending further documentation, to the engine.
